CCIDC’s representatives provided a brief history of the Certified Interior Designer law and responded to a list of issues that were sent to them by the JLSRC in the form of a Background Paper.
CLCID along with several Professional Groups, Organizations and Individuals testified either supporting CCIDC’s responses or expressing concerns with the existing law.
The JLSR Committee staff believes that it is appropriate to clarify Issue #4 in the Background Paper relating to acceptance of certified interior designer plans and designs by local building departments. The staff recommends a stakeholders meeting that will include ALL interested parties before acceptable amendments can be drafted. Any legislative proposal must allow building officials to retain the authority to accept submittals from architects, engineers, interior designers, building designers and owners, as appropriate to protect the public health, safety and welfare as stated in the letter by Senator William A. Craven to Building Officials in 1991 (LINK). We are waiting to hear the date and time for the stakeholders meeting.
The JLSRC staff has requested a written response from each Board and Council on the Issues and recommendations raised in the Background Paper (LINK) for the Joint Oversight Hearings held on March 19. The written response is to be submitted to the BP&ED Committee office by April 18th. Senator Price has introduced Bills which extend the sunset dates for each board.
The Sunset Bill for Interior Design is SB308. The written responses will assist the Senate and Assembly Committee staff in drafting amendments to the sunset bills to be heard by the Senate BP&ED Committee on April 29, 2013.
Once the amendments are agreed upon, by all of the stakeholders, the JLSRC will add them to SB 308. CLCID will let our members know if any further action will need to be taken by our members to ensure that ALL interior designers will continue to practice their profession.
A full report can be found on the CLCID website. (LINK)
